§ 12.04.020. General powers.

  • The city council shall have the power to establish, lay off, open, widen, straighten, narrow, vacate, extend, improve and repair all streets, avenues, alleys, highways, and public grounds in the city; and shall have the care, supervision and control of any and all of the same and shall build suitable crosswalks, at least four feet in width, in connection with all sidewalks now or hereafter constructed in said city, and keep the same in good repair. The expense of such repairs and improvements shall be paid from the general fund, or from the highway or poll tax fund or from any special levy or tax made in conformity with the city ordinances and this code. No street, avenue, alley or highway that is dedicated to the general use, shall be deemed a public street, avenue, highway or alley, or be under the use and control of the city until a dedication has been adopted by a resolution specially passed for that purpose.
