§ 5.28.130. Minimum property standards.

    The provisions of the International Property Maintenance Code as published by the International Code Council, Inc., as specified hereinafter are adopted by reference.

    1.

    Rodent Harborage. The provisions of the International Property Maintenance Code Section 302.5 regulating rodent harborage are adopted by reference.

    2.

    Window, Skylight and Door Frames. The provisions of the International Property Maintenance Code Section 304.13 regulating window, skylight and door frames are adopted by reference.

    3.

    Glazing. The provisions of the International Property Maintenance Code Section 304.13.1 regulating glazing are adopted by reference.

    4.

    Openable Windows. The provisions of the International Property Maintenance Code Section 304.13.2 regulating openable windows are adopted by reference.

    5.

    Doors. All exterior doors, door assemblies and hardware shall be maintained in good condition. Locks at all entrances to dwelling units and sleeping units shall tightly secure the door.

    6.

    Interior Surfaces. The provisions of the International Property Maintenance Code Section 305.3 regulating interior surfaces are adopted by reference.

    7.

    Stairs and Walking Surfaces. The provisions of the International Property Maintenance Code Section 305.4 regulating stairs and walking surfaces are adopted by reference.

    Handrails and Guards. The provisions of the International Property Maintenance Code Section 305.5 regulating handrails and guards are adopted by reference.

    Handrails and Guardrails. The provisions of the International Property Maintenance Code Section 307 regulating handrails and guardrails are adopted by reference.

    Common Halls and Stairways. The provisions of the International Property Maintenance Code Section 402.2 regulating common halls and stairways are adopted by reference.

    Bathrooms and Toilet Rooms. Every bathroom and toilet room shall have proper ventilation. Proper ventilation shall be by means of an openable window or mechanical ventilation system. Air exhausted by a mechanical ventilation system from a bathroom or toilet room shall discharge to the outdoors and shall not be recirculated.

    Clothes Dryer Exhaust. The provisions of the International Property Maintenance Code Section 403.5 regulating clothes dryer exhaust are adopted by reference.

    Plumbing Systems and Fixtures. The provisions of the International Property Maintenance Code Section 504 regulating plumbing systems and fixtures are adopted by reference.

    Supply. The provisions of the International Property Maintenance Code Section 505.3 regulating supply are adopted by reference.

    Water Heating Facilities. The provisions of the International Property Maintenance Code Section 505.4 regulating water heating facilities are adopted by reference.

    Sanitary Drainage System. The provisions of the International Property Maintenance Code Section 506.1 regulating sanitary drainage system are adopted by reference.

    17.

    Maintenance. The provisions of the International Property Maintenance Code Section 506.2 regulating maintenance are adopted by reference.

    B.

    Every sleeping room below the fourth story shall have at least an openable window or exterior door for emergency rescue. The unit shall be openable from the inside without the use of separate tools. Any new or replacement windows in a sleeping room shall have a minimum net clearance opening of 5.7 square feet. The minimum net clearance opening height dimension shall be twenty-four inches. The minimum clear opening width shall be twenty inches. Where windows are provided as a means of rescue, they shall have a finished sill height of not more than forty-four inches above the floor. Emergency escape and rescue openings with a finished sill height below the adjacent ground elevation shall be provided with a window well. The minimum horizontal area of the window well shall be nine square feet with a minimum horizontal projection and width of thirty-six inches. The area of the window well shall allow the emergency escape and rescue opening to be fully opened.

    C.

    Every sleeping room in a basement must have at least an openable window or exterior door for emergency rescue. The window or exterior door shall be openable from inside without the use of tools.
